I use vinyl decals under ohw 2k clear daily but i make my own decals.
After you have allowed everything to flash and waited a good hour for solvents to escape you can then continue with a few full clear coats.
Paint protection film or ppf is similar to your vinyl wrap only it is clear.

Spray two to three coats of clearcoat paint over the area that has been scuffed including the vinyl graphics waiting five minutes between each coat.

Once the first coat of clear has dried you can apply your pinstripe then paint the surface with a half coat or tack coat and allow it to dry.
However i ve seen many do it with great success for nearly 20 years.
Wait four hours after the last coat is sprayed before handling the area.
And i ve yet to see any major issues.
