I ve noticed that when we clear powder over bare metal it yellows over time.

If you simply clear coated or clear powdered a frame it would rust.
Legs are made from new hot rolled steel so they have a layer of oil on them and maybe just one or two surface rust blotches.
Even in a matter of weeks it would be present.
You can t tell it when you clear over a color but you can when its bare.

Rust destroys steel and the only thing that keeps it from forming is a primer.
